OCLC invites on Sunday, June 1 at Montego Bay / OCLC invita el domingo, 1ro de junio en Montego Bay

Dear valuable regional partner

As a representative from an organization which can benefit from learning about the exciting projects and initiatives driven by OCLC and taking place in the Caribbean region, we would like to invite you to the II OCLC Caribbean Users Meeting at the ACURIL XXXVIII Conference in Montego Bay, Jamaica. Please join us from 2:00 PM to 4:00 PM on Sunday, June 1, 2008 at the Rose Hall Resort and Country Club.

Our program will feature participations by:
* Mrs. Karen Calhoun, Vice President, WorldCat and Metadata Services, who will discuss new developments and future initiatives for OCLC's worldwide strategy.
* Mr. Tim Rapp, Director, Latin America and the Caribbean, who will discuss the new and exciting OCLC partnerships in Mexico, Central and South America and the strategies for 2009.

On Monday, June 2nd, Ms. Calhoun will be presenting her paper titled "Lists, Catalogues and Portals: Models and Tools for eResources Access", scheduled to start at 11:00 AM in the Ballroom, to which you are also invited.

SECTION A. CATEGORIES FOR INSTITUTIONS recognizes the excellence in the services of information units, members of ACURIL. It is ACURIL’s interest to stimulate and stand out the continued interaction and sharing of experiences of archives, libraries, documentation centers and other information units. ACURIL stimulates all its members to actively participate in this program.

The prestige of the ACURIL Awards Program rests upon its members. DESCRIPTION

The Stephney Ferguson Library Programs for Special Information Needs Award. The ACURIL President’s Award. To recognize and distinguish a school, public or national
library in the Caribbean, which has demonstrated excellence of service providing a program to satisfy special community information needs. This special ACURIL Award was established by Jamaican Past President Stephney Ferguson in 2000, in her interest to stimulate the development of information programs to special clienteles, and the offering of innovative outreach programmes to help build informed communities in the region. ACURIL rejoices in naming this distinction The Stephney Ferguson Library Programs for Special Information Needs Award. Nature of the Award: A plaque and citations.

Creativity in the Development of Reading Programs for Children and/or Young Adults. The University of Puerto Rico Press Award. To recognize and distinguish a school, public, or national library which has developed and outstanding reading program for children and/or young adults. Advocacy, innovation and creativity in the planning, development and use of information and literature resources, geared to strengthen their reading habits, to help develop a taste for reading literature, and to stimulate their development as lifelong learners, will be key elements in the consideration. Nature of the Award: A plaque and citation.

Leadership in the Use of New Information Technologies to Expand and Facilitate Access to Serials Content. EBSCO Information Services Award. To recognize and distinguish a school, academic, public or national library for its innovative, creative and effective achievement in planning and implementing a program or service with serial publications, using information technologies, for the benefit of its clientele. Nature of the Award: A plaque, a special prize and citation.

Innovative and Effective Information Services with the Application of Information Technologies. The Thomson/Gale Group Award. To recognize and distinguish a school, academic, public or national library for its innovative, creative and effective achievement in planning and implementing a program or service, for the benefit of its clientele, using information technologies. Nature of the Award: A plaque, a special prize and citation.

Leadership in the Development of Information and/or Research Skills Program. The Mandarin Automation Award. To recognize and distinguish a school, academic, public or national library for its innovative, creative and effective achievement in the planning and development of an information program or service, for the benefit of its clientele, using information technologies. Nature of the Award: A plaque with an annual subscription and citation.

The Albertina Pérez de Rosa Information Units Alliances and Collaborative Projects in the Caribbean Award. ACURIL, Puerto Rico Chapter Award. To recognize and honor the excellent performance of alliance and collaborative efforts of local or regional information units as communities of practice, or by private enterprises, evidenced through the implementation of successful information projects for the benefit of their clienteles in the Caribbean. Nature of the Award: A plaque and citation.

CRITERIA, GUIDELINES, RULES, AWARD COMMITTEE, ARCHIVAL AND FUTURE USE OF DOCUMENTATION, AND NOMINATION FORM.

1. CRITERIA: Applicants for the award must meet the following criteria:
1.1 Well defined program, in terms of goals and objectives and addresses the particular description of the Award.
1.2 Innovation and creativity elements are observed in strategies used within the program design and implementation to better serve the specific clientele in relation to the particular Award.
1.3 The impact on the particular clientele served is evidenced by the outcome observed.
1.4 The project evidences that it can serve as a model with potential to be adapted by other libraries and information units.

2. GUIDELINES: Participants must elaborate and submit a portfolio with the following parts.

2. Goals and Objectives. Describe the goals and objectives for the library's special program
3. Program Design and Implementation
4. Innovative and Creative Strategies Used in the Program
5. Achievements (Describe outcomes and impact; and elements that evidence Effectiveness and Success)
6. Evaluation of the Program. Describe elements of assessment. Include in appendix an evaluation instrument, if available.
7. Describe how the Program can be replicated by other library and information unit

The ACURIL Award for Excellence in Information Literacy. The Sociedad de Bibliotecarios de Puerto Rico Award. To recognize and honor innovative approaches of programs and services or outstanding publication related to information literacy by a colleague in a library, archive, document center environment, in the last two years, evidenced by the significant learning perceived by and satisfaction derived from its clienteles. Nature of Award: To receive a plaque and citation

The ACURIL Award of Excellence in Research and Publications. ACURIL’s Research in the Information Field in the Caribbean Special Interest Group Award. To recognize and honor the research work conducted by information professionals in the field of libraries, archives, information/documentation centers, museums in the Caribbean. Nature of Award: To receive a plaque and citation.

CRITERIA, GUIDELINES, RULES for Information Literacy; and Research and Publications.

1. CRITERIA.
Applicants for the particular selected award must meet the following criteria:

1.1 Only information specialists belonging to ACURIL member institutions or ACURIL personal members qualify.
1.2 If no application meets the selection criteria appropriately, the Awards Committee is not obligated to present an award.
1.3 Nominee must currently be working as an information professional in any type of information unit or self employed doing information work.

2. GUIDELINES

3. CRITERIA. Nominations from the three linguistic areas of ACURIL (English, French/Dutch and Spanish) will be accepted. Applicants for the award must meet the following criteria:
3.1 Only information specialists belonging to ACURIL member institutions or ACURIL personal members qualify.
3.2 Current Executive Council members are ineligible for nomination.
3.3 Nominees must currently be working as an information professional in any type of information unit or self employed doing information work.
3.4 If no application meets the selection criteria appropriately, the Jury is not obligated to present an award.

The vision of the Association of Caribbean University, Research and Institutional Libraries (ACURIL) is to be the leading regional organization in the information sector, with a motivated and united membership, a strong administrative and organizational support structure, and an effective program of activities to strengthen this leadership role.

In building on the strengths of, and recognizing the challenges posed by the multilingual, cultural diversity of the Caribbean region, ACURIL seeks among other goals: to sponsor professional development programs. With this specific goal in mind, ACURIL formalized its Scholarship Program on November of 2003, in order to establish different types of Scholarships. The Alma Theodora Jordan Scholarship is the first one instituted Dr. Alma Theodora Jordan, Trinidadian by birth, with a doctorate in librarianship from Columbia University in the United States, and past Director of the Library of The University of the West Indies in St. Augustine, Trinidad and Tobago, was the first President of ACURIL, from 1969-1970.

Under her presidency she stimulated collaboration among university and research libraries, and the continuing education of information professionals. Her leadership role stimulated and contributed to the growth of the Association.

Purpose of the Scholarship: The ultimate purpose of this financial assistance is to fund the attendance of one person, from each of the following language areas: English, Spanish, French and Dutch, with the registration fee to attend an ACURIL annual conference, this time ACURIL XXXVIII-JAMAICA, 1-6 June 2008.

Criteria for Selection:
1. All applicants must be recent Caribbean information specialists (2 years or less in the profession), or a student in library and information sciences in the region.
2. All applicants must be members of ACURIL.
3. Applicants must submit the completed application form enclosed, and include an essay on the theme of the ACURIL conference which he or she will attend. The statement must express why the applicant seeks the scholarship and how he or she wil benefit from the attendance.
4. The essay must be submitted in an electronic document, through e-mail; in Microsoft word; Font: Times New Roman; in 4-5 pages (8 1/2 by 11 inches); 1,000 to 1,500 words; double spaced.
5. Deadline for submission this year will be 9 May 2008
6. Selection of recipients will be made by the ACURIL Alma Jordan Scholarship Committee, and announcements of selected participants will be made this year by 15 May 2008. Send applications to any of the Scholarship Committee Members.

NOMINATIONS TO ACURIL’S EXECUTIVE COUNCIL 2008-2009

The Nominations Committee, constituted by Vice-President/President-Elect Mrs. Bea Bazile (Guadeloupe), who chairs the Committee, and Council Members: Prof. Pedro Padilla-Rosa (Puerto Rico) and Mrs. Dorkas Bowler (Bahamas) has submitted its official report to the Executive Director and it is hereby presented.

Article VI. Nominations and Elections of Councilors..., Sections 3. It shall be the duty of the Nominating Committee to select a full slate of nominees for the Council... [to complete the 10 Council Members elected by Membership]. The Nominating Committee shall nominate one person to fill each of the vacancies created by the normal conclusion of terms, and shall nominate one additional person for eachCouncil vacancy created by some other cause, such as election to the vice-president, resignation or demise. The Nominating Committee, in nominating members to fill these positions, will bear in mind the desirability of having all language groups represented in Council.

Open Science Directory: Search tool for open access journals in special programmes for developing countries

The Open Science Directory has been developed by EBSCO and the Hasselt University Library based upon a request by marine information management experts collaborating within the framework of the IOC's (Intergovernmental Oceanographic Commission of UNESCO) IODE (International Oceanographic Data and Information Exchange) programme.

Goal:

  • To create a global search tool for all open access and special programs journal titles.
  • To enhance the access of these collections by creating direct links to the journals and their articlesincluded in this A-to-Z-list.
  • All information about the included journal collections is available at the websites of the included projects. These websites are directly accessible from the Open Science Directory.
  • The Open Science Directory will not replace these programs. Also the different programs have their own regulations and eligibility conditions. As a interested user, you or your institute will have to register on their sites if you want to make use of special programs like HINARI, AGORA, INASP-PERI, OARE, eIFL and eJDS.

Target groups:

  • Institutes (universities, research units, ...) and their researchers in developing countries.
  • Every organization and researcher interested in these collections.

Content:

  • About 13000 scientific journals are now available in the 'Open Science Directory'. When all the special program journals will be included, the Open Science Directory will contain more than 20000 titles.
  • Open Science Directory contains collections of Open Access Journals (full - partly) and journals in the special programs (Hinari, Agora). Other programs will be added in the near future: OARE, INASP-PERI, eIFL, eJDS.

Open Acces Journals: The most important collections are:

  • The Directory of Open Access Journals covers free, full text, quality controlled scientific and scholarly journals. We aim to cover all subjects and languages. There are about 3000 in the directory (Dec 1, 2007). DOAJ is developed by the Lund University Libraries.
  • BioMed Central is an independent publishing house committed to providing immediate open access to peer-reviewed biomedical research. BioMed Central contains 184 journals (Dec 1, 2007). Many are citation-tracked and already have Impact Factors.
  • A division of the Stanford University Libraries, HighWire Press hosts a large repository of high impact, peer-reviewed content, with 1079 journals and 4,552,400 full text articles from over 130 scholarly publishers. HighWire-hosted publishers have collectively made 1,823,449 articles free. You will find the journals in the Open Science Directory with the embargo information included.
  • PubMed Central (PMC) is the U.S. National Institutes of Health (NIH) free digital archive of biomedical and life sciences journal literature.

Journals in special programs:

  • HINARI: The Health InterNetwork Access to Research Initiative (HINARI), set up by the World Health Organization (WHO) together with major publishers provides free or very low cost online access to the major journals in biomedical and related social sciences to local, not-for-profit institutions in developing countries. Over 3750 journal titles are now available to health institutions in 113 countries.
  • AGORA: The AGORA program, set up by the Food and Agriculture Organization of the UN (FAO) together with major publishers, enables developing countries to gain access to an outstanding digital library collection in the fields of food, agriculture, environmental science and related social sciences. AGORA provides a collection of 1132 journals to institutions in 107 countries.
  • OARE: Online Access to Research in the Environment (OARE), an international public-private consortium coordinated by the United Nations Environment Programme (UNEP), Yale University, and leading science and technology publishers, enables developing countries to gain access to one of the world's largest collections of environmental science research. Over 1,300 peer reviewed titles owned and published by over 340 prestigious publishing houses and scholarly societies are now available in more than 100 low income countries.

Not available yet in the Open Science Directory: in negotiation

  • INASP-PERI: PERI is a programme to support capacity building in the research sector in developing and emerging countries by strengthening the production, access and dissemination of information & knowledge. The programme comprises five components: 1: Delivers information (Access to journals and research content). 2: Strengthens national research publications. 3: Enhances ICT skills. 4: Supports country collaboration and networking. 5: Research and development. This project already includes: over 20,000 full text online journals, many of the world's leading citation, bibliographic and reference databases, document delivery from over 20,000 research journals, CD-ROM (or DVD) format can be provided where they are available.
  • eJDS: The electronic Journals Delivery Service (eJDS) is a prototype programme geared to facilitate the access to current scientific literature free of cost in the fields of Physics and Mathematics. The goal is to distribute individual scientific articles via e-mail to scientists in institutions in Developing Countries who do not have access to sufficient bandwidth to download material from the Internet in a timely manner and/or cannot afford the connection. The eJDS was made possible through agreements with several important scientific publishing companies and societies who provide access to their journals for free in the fields of Physics and Mathematics.
  • Finally, even if it was impossible to add an eIFL collection to the Open Science Directory, it is still a relevant program for institutes in search of support for access to scientific literature. eIFL.net is a not for profit organisation that supports and advocates for the wide availability of electronic resources by library users in transitional and developing countries. Its core activities are negotiating affordable subscriptions on a multi-country consortial basis, supporting national library consortia and maintaining a global knowledge sharing and capacity building network in related areas, such as open access publishing, intellectual property rights, open source software for libraries and the creation of institutional repositories of local content. eIFL.net currently offers 6 core programs to the consortia in its network:1. Negotiating affordable access to commercially available e-resources; 2. Supporting the creation of sustainable national library consortia; 3. Open access publishing and the building of institutional repositories of local content; 4. Intellectual property rights and libraries; 5. Free and open source software (FOSS) for libraries; 6. Knowledge sharing and networking.

Lorna Small 1934-2008, Information Professional of St. Vincent and the Grenadines

It is with great saddness that we inform all Acurileans that Mrs. Lorna N. Small, former Director of Library Services and first Archivist at National Archives of St Vincent & the Grenadines has passed away. As indicated by Yulu Griffith Klein , circumstances surrounding her death are difficult to say.

She leaves an outstanding contribution to the development of library services in St. Vincent & the Grenadines, and the establishment of the National Archives in 1990, where she served as Archivist until 1996.

May the peace of the Lord be with her.

We thank Cheryl Sylvester for letting us know.

Small, pasada Directora de los Servicios Bibliotecarios y primera Archivista de los Archivos Nacionales de St. Vincent y las Grenadinas. Como comenta Yulu Griffith Klein en su correo, las circunstancias que rodean su deceso son dificiles de describir.

Ella deja una contribución destacada para el desarrollo de los servicios bibliotecarios en St. Vincent y las Grenadinas, y para el establecimiento del Archivo Nacional en el 1990, donde se desempeñó como Archivista hasta el 1996.

Que la paz del Señor esté con ella.
